#### Strengthening Research Security in Arctic and High-Latitude Environments Training Series 

#### International Research Partnerships and Agreements

Stockholm, Sweden, October 27-28, 2026

About the Event:

CRDF Global, in partnership with the U.S. Department of State's Office of Cooperative Threat Reduction and the Institute for Security and Development Policy (ISDP), is pleased to host the International Research Partnerships and Agreements training for professionals responsible for reviewing, negotiating, and managing international research agreements and collaborations across universities, research institutes, funding organizations, and government-affiliated research entities.

This two-day, in-person training will explore practical approaches for managing risks associated with international research partnerships while supporting responsible scientific collaboration. As investments in Arctic and high-latitude research continue to expand across areas such as climate science, energy systems, maritime capabilities, critical infrastructure, and emerging technologies, institutions are increasingly navigating complex challenges related to research security, intellectual property protection, data governance, and partnership oversight.

Through interactive discussions, case studies drawn from real-world challenges, and scenario-based exercises, participants will examine approaches to assessing partnership risks, strengthening agreement review processes, and improving institutional decision-making related to international collaborations.

Who Should Attend:

This training is intended for professionals who develop, review, negotiate, approve, manage, or oversee international research agreements, partnerships, and collaborations.

Relevant participants include research administrators, research security professionals, legal and compliance personnel, international partnership managers, contract and agreement specialists, procurement and acquisition professionals, technology transfer and commercialization staff, representatives of research funding organizations, and university, research institute, and government-affiliated research personnel.

The program is open to nationals of Canada, the Kingdom of Denmark (including Greenland and the Faroe Islands), Finland, Iceland, Norway, and Sweden who are involved in international research collaborations. It will be particularly valuable for organizations engaged in Arctic and high-latitude research partnerships involving sensitive technologies, intellectual property, research data, critical infrastructure, or other strategically significant research activities.

What Participants Will Learn:

Participants will gain practical frameworks, tools, and strategies to assess and manage risks in international research partnerships, strengthen institutional oversight, and support secure and responsible global collaboration.

By the end of the training, participants will be better equipped to:

- Assess risks associated with international research partnerships and agreements
- Conduct due diligence on prospective partners and identify indicators of higher-risk collaborations
- Structure memoranda of understanding (MOUs), joint research agreements, and other partnership arrangements to balance openness and security
- Assess governance, oversight, and accountability mechanisms within collaborative research initiatives
- Identify vulnerabilities related to sensitive research areas, data sharing, and international engagement activities
- Apply practical approaches to reviewing, approving, and managing research partnerships throughout their lifecycle
- Analyze case studies involving high-risk partnerships, unclear governance structures, and complex collaboration challenges
- Develop actionable plans to improve how international partnerships are evaluated, structured, and managed within their institutions

Participants will have opportunities to exchange lessons learned with peers from across the Nordic and Arctic region while identifying ways to strengthen their own institutional practices. By the end of the training, participants will leave with practical frameworks, agreement review tools, and actionable strategies to support responsible and secure international collaboration.
